Creating Schedule F in the Excepted Service
Executive Order 2020-23780
|Signed on October 22, 2020
45th Presidency
What it means
Creates a new job category called "Schedule F" for federal employees in policy-related positions. This gives agencies more flexibility to hire and fire employees in roles deemed "confidential, policy-determining, policy-making, or policy-advocating" without normal civil service protections.
Expected impact
- Reduced job security for thousands of federal employees as positions are reclassified to Schedule F
- Greater political control over the federal workforce by allowing faster removal of career employees without traditional protections
- Increased agency flexibility in hiring and firing employees in policy-related positions
- Potential disruption to government operations during transitions as more positions become vulnerable to political changes
- Concerns about weakening civil service merit protections established to prevent politically-motivated personnel decisions
